Hey i would like to know about appeals? I got a OTH in 1997 after serving 7 years and 9 months in the navy. I got a OTH for four captains mast. I was in the middle of a bad marriage and the was on her side and i was a top sailor before i went to a sub-base. i shouldn't have gotten a OTH. I went to the VA and they told me nothing but fill out this and that. What step do i need to take.
